HOWARD M. MCKINNEY is the
President and founder of
McKinney E-Systems & Associates, Inc. He organized the company in
1981.Howard has extensive experience in the design, development,
implementation and operation of major computer systems, applications and
networks. He graduated in 1967 from Tarleton University with a B.S in
Mathematics and Physics. Upon graduation, he was commissioned as a Second
Lieutenant in the United States Army. Mr. McKinney served in Vietnam where
he was awarded the Silver Star, the Bronze Star, the Army Commendation
Medal, the Purple Heart, and the Combat Infantryman’s Badge. He was
honorably discharged with a rank of Captain in 1969. Mr. McKinney began his
technical career with the University of Texas Data Processing Division where
he was responsible for business applications. During his employment with UT,
he was fortunate to be involved with one of the first online teleprocessing
applications developed by the University of Texas. With the management
consulting firm of Booz, Allen & Hamilton, Mr. McKinney was project
coordinator for an Automated Tax Appraisal and Assessment System for the
City of Austin, Texas. He also served as team leader of the Tax Application
Team in the City of Wichita Falls. This application was one area of the
Integrated Municipal Information System developed under a five-year contract
from the Urban Information Systems Inter-Agency Committee (USAC). After
moving back to Austin, Mr. McKinney headed the Special Projects Section of
the Information Systems Division for State Comptroller, Bob Bullock. Mr.
McKinney gained a reputation in the automation of tax, municipal, county,
and state procedures and began a private consultation business at the time
Appraisal Districts were organized in Texas. He provided services to the
State Property Tax Board as well as several county, municipal, and private
organizations related to tax automation.
Mr. McKinney has directed McKinney E-Systems &
Associates, Inc. in the development of three major proprietary software
applications that were developed for the Wang VS computer system. McKinney
E-Systems was a value added reseller with Wang Laboratories with a Legal
Practice Management Application, an Association Management Application, and
utility software for the Wang VS computer line. He has organized and managed
several partner arrangements for McKinney E-Systems including IBM and the
RISC/6000, IBM PC agreements, Cisco Systems reseller, a major distribution
network, and many software reseller arrangements.
Howard and his wife Judy have two married children and
two cats. They enjoy traveling to remote nature areas. Howard is an avid
fisherman; never, never ask about his lake record.
